The library is located in the center of the university's old campus, with five floors above ground and one below, for a total floor area of 10,112 sq.m.. The construction cost was NT$124,000,000, and it was completed in 1989. Apart from the basement study halls, lecture hall, and the lobby/exhibit area on the ground floor, all areas have controlled access. The reference zone and offices are placed on the entry level, other open-stack reading rooms extend from the second to the fifth floors, and surround a garden court. Landscaped terraces on each floor are inter-connected by stairs.
As Changhwa enjoys a year-round sunny climate, these pleasant outdoor spaces serve as an extension of the reading rooms. Two study halls in the basement also open onto landscaped sunken gardens for light and air. The project was given the Architectural Design Excellence Award by the Taiwan Provincial Government in 1993.
